Research On Mechanism Of Digital Educational Resources Sharing Among Universities And Colleges

In recent years digital educational resources sharing between universities and colleges is becoming one of the issues which are concerned widely. By means of sharing resources, we can narrow the resources gap between the rich and the poor, realize optimal allocation of digital educational resources, maximize the utilization rate of resources, and meet the users'variegated requirements on digital educational resources. However, as the restraints of many problems and obstacles, the goal of digital educational resources constructing and sharing among colleges and universities hasn't be achieved yet in our country.According to the theoretical outline of distance education service and the relevant theories of economics, the author analyses the economic characteristics of digital educational resources, and then build a cost-benefit function to analyses the scope of sharing and cost-benefit of digital educational resources sharing among universities and colleges. Based on reference to lots of literatures, as well as investigation of present sharing status on sharing resources, the author analyses the problems and obstacles during the course of digital educational resources sharing among universities and colleges, such as sharing technical barriers, lack of planning on construction of resources, lack of the platform of information sharing and exchanging, constrains of traditional ideas , the shortage of funds, the shortage of professional staff,network of intellectual property rights problems, imbalance of resource allocation and so on.In order to solve these problems and hindrances and promote the implementation of resources sharing, the author constructed a relatively integrated mechanism on digital educational resources sharing among universities and colleges. The mechanism mainly includes seven aspects: a clear policy-oriented, an advanced computer technology system, a systematical organized structure, reasonable resources sharing ways, a standardization of sharing and exchanging platform, a perfect legal protection on network of intellectual property rights and a timely administrative intervention system, a fair benefit distribution, and efficient incentive system as well.
