The chapter of school system reform in the National mid and long-term reform and development Plan (2010-2020) clearly states that nationality will support private education in the next ten years. The near future, private higher education in China will enter a new development phase. A Independent College is the full-time undergraduate college authorized by the Department of the Ministry of Education in August 2000, and it is set up by A University and Wuhan Jun Wei educational investment group. So far it has gone through ten years of school history.In the decade of education practice, the Institute has made remarkable achievements. From 2006 to 2010, the Institute five consecutive reelection of Independent Colleges of China on top. However, the practice shows that because of a relatively short history as schools and external environmental constraints, A independent college still has many problems to be solved. In addition, because of the adjustment of national policies, A independent college is facing a new situation, in which the mother within two years of college to take off the halo, completely independent existence and development. For the college, this is not only an opportunity but also a challenge. The core competitive strength of any school is coming from its own teachers, so the future and destiny of A Independent College is closely related to the ability to attract and retain good teacher resources.In this context, the paper introduces the basic situation of A Independent College, analyses the Institute of Development to establish the basis and starting point, a clear overall strategy for college development. Secondly, the use of strategic management in the SWOT analysis tool analyzes the impact of A human resource strategy, independent colleges and external environmental factors, summarized their own independent college A strengths, weaknesses and external opportunities and threats. Finally, the internal and external environment of the base on the overall strategy in the school under the guidance of, respectively, from corporate strategy, business strategy, business life cycle and the industrial characteristics of Deng Butongcengci He angles Queding the Independent Institute A human resources strategy, and from recruitment, training, incentives, pay and other aspects of the implementation strategy of specific measures.
