The Issues On The Balanced Development Of Compulsory Education In The Jiangsu Province And The Countermeasures

Education is the base of modern civilization, playing a leading and global role in the modernization construction, which precedes other issues in the development strategy. Compulsory education is the starting point of the whole education industry; it is mandatory in many countries. Regarded as public product across domestic and abroad, compulsory education is the public affair, which is guaranteed by the government. The government takes the responsibility of ensuring justice of compulsory education. The balanced development of compulsory education is an accessible path to the justice of compulsory education, which is an important renovation to the strategy of education development in our country. Jiangsu province is a more developed region in the eastern China, but the compulsory education in this region develops unevenly among different areas and schools, which impairs the justice of compulsory education. Taking Jiangsu province as the object, the author discussed the current situation and issues of the development of compulsory education, analyzed the major reason causing the problems, and provided solution and measures to fix the problems in the thesis.This thesis is composed of five parts. In the first part, the author discussed the property of compulsory education as the public product, defined the connotation of the compulsory education balance, and declared that the balanced development of compulsory education is the only way to the justice of compulsory education. In the second part, the author described the current situation of compulsory education in the Jiangsu Province, and generalized three major problems existing in the unbalanced development of compulsory education among different areas and schools. In the third part, the major reasons were analyzed. In the fourth part, the major measures to guarantee the compulsory education by foreign governments were researched for reference. In the last part, the author brought forward solution and measures to enhance the balanced development of compulsory education in the Jiangsu Province. The solution is to establish the compulsory education cost sharing system among the local governments, to standardize the financial transfer payment system, to reform the budget-making policy in the compulsory education schools, and to enhance the resource of teachers and students evenly distributed, etc.This thesis may contain errors based on the author's perspectives and the data limits, any suggestion and corrections will be really appreciated.
