Abstract The term: 揝mall class teaching?refers to the technique of reducing class room, which cam change the organization of education activity and is a effective model to improve the general effect of education. It is supported by the results of practical research into class sizes and fully in corporate modem educational concepts. It has become a general trend within contemporary educational development. This paper present the origin of SCT, it抯 current research and value. On this basis, the paper then discuses some applicable policies for SCT in primaiy schools in china. Moreover, it would also be beneficial a in satisfying the demand of parents that their receive high quality education. The implementation of SCT is presently practicable in china. According to the present population, economics and education in china. At the same time, this paper also argues that the implementation of SCT in china would address a large number of problems ,such as educational theory, teacher qualifications, curriculum, etc. On the basis of an analysis of these problems, the paper investigates educational policy at various different level, such as government policy, prevailing thinking, teacher training etc, and puts forward relevant measures and suggestions targeted at each aspect.
