The research into the motivation and management for the primary and middle school teachers is to meet the development of age to bring the teachers?positive factor into play and to promote the quality of education deeply.The first part of paper is to make an inquiry into the concept .. structure and functions of this model of management , to point out its significant functions for improving the actual effect . standard and scientism of the management in our schools.The second part is to appraise all kinds of theories on motivation and. management in Western countries since the 20th century and to derive nourishment from them for our education.The third part is to look back on the history of this theory researching in our country and evaluate those theories put forward by our Chinese scholars during these years . to expound its significance for the development of our primary and middle school education.Based on the analyzing on the objective basis., guiding principles and steps the last part is to imagine the foundation of this motivation and management system with Chinese characteristics for our primary and middle school teachers . This system consists of four kinds of models , a motivation as a whole , a guiding for values , a learning through personal emotion and a cultivation of psychology . These fours have their characteristics each and also work together.
