The author of the article first dwells on the educational problems in the rural area of western China. On the base of the domestic and foreign study of the rural education in.20th century, by comparison between city and rural, taking Fushun as a case, with the main methods of observation and interview. Adopting the theories of pedagogy, economics, sociology and culturalology, he puts up with an experimental plan of ocational education & curriculum design in the rural junior school of western China.At the present, the rural education in fushun cannot meet the need of the students & local development and adapt to the backgrounds of students and local development, which results in a series of educational and social problems. The students' survival and further development, the tackling of unemployment problem, the development of economy and the exclusive social function of vocational education demand the offering ofvocational education to the rural students. Now Fushun is in the process of ransformation of industrialization and towards modernization. In such a situation, vocational education of Fushun rural must be based on the following: the need of students employing job, the need of development of Fushun, and the traditional rural culture such as social idea,value-oriented, and thinking way.the vocational education should be offered to all the juniors because most of them can' t receive the post-junior school ecucstion. The secondary vocation-oriented ducation in Fushun has being stepped into dilemma. The specified objectives and motive force of the modernization in Fushun rural area as well as the particular position of the junior education and task require that the vocational education in Fushun ruralarea should be the one beyond the technological training. It is the general education, which orients students towards the vocational cognition, ideal,value, personality and ability and so on. And this can be proved by the foreign theory and practice.Finally, the article put forward with some constructive suggestions on the design of the vocational education curriculum junior school in Fushun rural area: Firstly, to decompose the objectives into the cultivation of vocational cognition, ideal, value, personality, and ability: secondly, on carrying out the curriculum, after decomposing the curriculum objectives in course, the article concretely design the course from the three-level curriculum, permeated curriculum and social comprehensive practice urriculum.
