With the outset of the quality education and the ever-growing social concern for it, we feel that the knowledge structure and capability levels of our university students are altering drastically. In fact, our reflections, knowledge, research and practice have been at its very initial phase. Universities, as the cradle of the talents, are shouldering the responsibility of cultivating the creative and intelligent ones for the society. In order to form a reasonable principle of judgment and criticism on the quality of university students, we made a research on the index of quality education to fit the situation. This thesis majors on the possibility of the quality judgment of Civil engineering and Construction university students, its theoretical value and practical importance, and also goes deep into the methodology, its principle and contents.
