The actual low effect of moral education in middle and primary schools is a question faced by the whole world. Under the background of China's entry into the WTO and the economic globalization, we are enjoying new opportunities together with challenges in respect of the work on moral education at school in China. To find the reasons causing the commonly low effect of moral education in middle and primary schools as well as the solutions is an urgent research task for us educational workers.This thesis reviews the shortcomings of the current moral education at school, adopting the way of combining experience summary and theoretic analysis, tries to put forward new ideas about moral education, transform teachers' deep-rooted existing thoughts on moral education, improve the qualifications of the teachers engaged in moral education, actively explore the scientific rules for the formation of ideology and morality of middle and primary school students, and set up the system for the content on moral education in the new century. All this is aiming to find scientific reasonable ways of moral education and better the effect of moral education in middle and primary schools tothe maximum, to gain experience for the future work on moral education.The thesis at the beginning analyzes the normal theory of moral education actual effect of middle and primary schools, emphasizes the utmost importance of moral education, discusses the importance of bettering the effect of moral education in middle and primary schools, analyzes the actuality of ideology and morality of middle and primary school students in China, and then the reasons causing the actual low effect of moral education in middle and primary schools from the seven perspectives of the historical background, ideas, objectives, content, ways and channels, and teams for moral education. Finally it recommends the solution to bettering the effect of moral education in middle and primary schools from the above seven perspectives, that is, to enhance the timeliness of moral education, transform the ideas on moral education, adjust the objectives of moral education, reform the content of moral education, facilitate the ways of moral education, explore the channels for moral education and construct the teams for moral education.
