School-Based Curriculum Development advocates that the teacher should develop the curriculum which can be fit for them and their students' development. It also encourages all the people to take part in the whole process of developing , including students,parents,social representatives,etc.Teachers as the main body of developing School-Based Curriculum should cooperate with curriculum specialist and dig the richful curriculum resources in and out of school to develop the right School-Based Curriculum.Action Research is the new orientation in the social science research field. Its carrying out can scientifically and reasonably make up for the drawback between practice and theory. Action Research can give theory with practical testing and give practice with theoretical enlightment. So it relates practice and theory closely through reducing the barricade between them. From above, Action Research's aim lies in improving the realistic educational circumstances and enriching and refreshing educational theory's construction.The research focus on an ordinary h primary school in Lan Zhou , Gan Su province. We develop h primary school's School-Based Curriculum by Action Research with teacher there. In the process, by interviews and observations and writing research diary, we talk and review repeatedly the questions before and in the process of developing curriculum with teachers there. We work hard and study each other in order to impulse h primary school's developing curriculum.At the same time, we also encounter some questions: How to define the kinds and amount of developing curriculum? How to make the School-Based Curriculum not be the extensions of country curriculum or area curriculum ?How to unite teachers as one? Then the research puts forward some sugguestions.For example: Set up and improve the school's self-value system to activate the interest of teacher and students to the developing curriculum.Carry out School-Based Management to raise teachers' self-researching, self-teaching and self-growing... In essence, School-Based Curriculum isn't the process of external obligation but internal self-realization.
