The value-orientation, which has to be confronted by all the educational evaluationists, is a basic theoretical issue in educational evaluation. A definite value-orientation had to be established as a standard in one way or another during the performance of educational evaluation. In China .educational evaluation is more a govermental behaviour emphasizing its social service and neglecting its individual demand, the evaluing subject and value-orientation being too unitary. This condition is far from catering to the present actual demands in which individual value be emphasized, overally developed talent be cultivated. The establishment of scientific value-orientation in educational evaluation serves a premise and base for the educational evaluation to perform its due function and bring about its due effect. This article first concentrates on the definitions and comparisons of the theoretic base of value-orientation in educational evaluation, namely the concerned conceptions. Then it proceeds to discuss the main principles in the establishment of value-orientation. Lastly it comments on the value-orientation of different educational evaluation models of both abroad and domestic, and puts forward several pieces of suggestions concerning the establishment of scientific value-orientation in educational evaluation.
