We will face a new age of knowledge economy in the 21th century. International competition in the future is mainly scientific competition and intellectual competition. In the final analysis, it is the competition of exploring human resources and realizing the potential. Human resources development has become the common strategy to develop knowledge economy. To meet the coming of knowledge economy, the leaders of our Party and country show great foresight and attach great importance to human resources development, strengthen the training of tatents across the century. What's the relationship between human resources development and knowledge economy? What is its position in knowledge economy? How about the present situation of human resources? What characteristics does it have? Realistic questions about how to explore human resources are waiting for our answers. The thesis absorbs the latest findings of the theory of human resources development and knowledge economy at home and abroad, it involves realistic questions of human resources development in China in the light of specific conditions.This thesis consists of 3 parts. In the first part, it summarizes the role and function of human resources in the era of knowledge economy. The second parts, analyzes the human resources and exploitation of present situation systematically. And the third parts, bring up strategic objective and concrete countermeasure and think of human resources development of the era of knowledge economy in China. Then, how to leave the traditional human resources management, and do a good job of the human resources development in this era of knowledge economy? I have researched and discussed from the following respect mainly in the article: Analysis to the total amount of human resources and current situation of structure; Confirmthe guiding principle of human resource development and strategic objective; Adjust human resources structure, including professional structure, hierarchical structure, quantity structure, etc.; take more attention in training, improve the quality of the human resources roundly; Realize the rational disposition of the human resources, strengthen the institutional improvement of the human resources is utilized rationally; Accelerate the reform of human resources management actively, for instance the registered permanent residence system, demarcation line of identity, etc.; Accelerate transforming the government functions, accelerate perfecting market system, especially workforce's , Set up and perfect talent's intermediary ; Implement the management of training, appraisal, flowing, professional resources exchange of the human resources, etc..This text is under this background of the new era of knowledge economy, put forward this concept of human resources development, Having broken through traditional human resources management, it includes the meaning of two respects: The one is that the human resources fully explore and utilizing rationally; The other hand is cultivation and development to the human resources. Because only development, human can try its best to be utilized, latent energy can be fully expanded, the country could grow with each passing hour. Just because of this, this article has stand out this concept of human resources development. The purpose is to let the development of the economy in China follows international standards, reduce the gap with developed country as soon as possible.
