Nowadays, with the fast advent of the Knowledge Economy and the competition in different countries becoming much keener in different countries, the elementary education calls for an in-depth and all-round reform with faster speed. And the teachers in primary schools are required to be more highly skilled. The cultivation of teachers with undergraduate courses in primary schools become necessary with the development of our society, and complies with the current trend of the reform and development of teachers' education worldwide. However, this is still under experimenting and probing in our country. In view of this, this article tries to analyze macroscopically the mission which the teachers in primary schools should fulfill, and bring forward the idea what we should achieve in the new century is to cultivate a team of qualified and excellent Chinese teachers for primary schools who have finished undergraduate courses and have all-round abilities.When we take a close look at the mode and strategy of teachers' cultivation in teachers' colleges and universities, however, we are shocked at the deficiencies in many aspects, such as recruiting students, helping the student develop right moral character, setting the curricula and training the basic skills of the students. The main task of this article is to explore the possibilities for different solutions of those problems. In the author's view, the teachers' college or universities should face their weaknesses and by taking the following measures to search a quite new way of teachers' training, then better the result of teaching and improve the abilities of the students: Reforming the system of recruiting students; Attaching greater importance to the students' development of moral character; Understanding better the relationship between inheritance and innovation; Broadening the curricula; Carrying out the plan of training students with all-round abilities. Improving the skills and abilities of the teachers in colleges and universities; Strengthening the research on the mode of cultivation; Deepening the partner relationship between the colleges or universities and the primary schools. By bringing up this discussion, more people are expected to show concerns to teachers' training in colleges or universities. Only by this can we realize the target of rejuvenation of China and the all-round development of every student, which has been brought up in the reform of elementary education.
