Chinese Language and Literature (CLL) is not a pure technical subject. Many capabilities in CLL can not be obtained by direct passing on or simple imitation, but learned from comprehending step by step, and accumulating little by little, through the practice of CLL year in and year out. Therefore, it is far from enough to learn it only in class. If students do not have outside reading, or their reading ranges are too narrow, it will be hard for them to improve their quality of CLL. With the deepening of the reform in education and pedagogy, it is getting more and more concern and recognition, to combine inside and outside class with emphasizing outside reading, by the whole field of CLL and even by the entire society.The Standard on The Course of Chinese Language and Literature for Free Full-time Schooling System (Trial Draft), formulated by the Department of Education of China in July 2001, proposed new tasks and requirements on outside reading, and considered it as an integral part of teaching of reading of CLL. In addition, our youths are experiencing the great change of our era. The information they accept is so numerous and wide that it is unprecedented. There are many new questions and challenges faced by students in the outside reading. Therefore, it has active, realistic meaning to investigate and research on the present situation of outside reading of students in middle schools and primary schools.By using questionnaire, I investigated 950 students, from Grade 5 of primary schools to Grade 3 of middle schools, of 8 schools located in Changsha City and in Lengshuitan District,Yongzhou City. Lots of materials in this paper were collected by group meeting and individual conversation, including many aspects of their outside reading: the interests and the motives, the time and, the content, the habits and the methods, the efficacy and the guidance, etc. A thorough, detailed analysis .and research of the present situation of outside reading of students was conducted in the current free educational period. Based on thinking and arranging of the investigation result, this paper has given some suggestions on strengthening outside reading of students, which are to update the idea of teaching, to increase the intensity of guidance, to improve the environment of reading and to build the evaluating system.
