As the 21st centenary is an era of knowledge-based economy, it has a greater demand for people's quality. It has been a key problem of educational reform to adjust to the social demand, to train the people of high quality with comprehensive ability, creative and practical ability, social responsibility and collectivism.The first for educational reform is the reform of curriculum. For many years, the curriculum policy in our country is national curriculum institution. So the unitary system of national curriculum can't meet the different situations in different areas and different schools. And because of the same assessing mode in national curriculum, the elementary education in China prominence to utility only. A great many schools, especially senior middle schools are becoming producing bases for probationary college students. More and more students have lost their personalities and are becoming study machines and slaves of examinations. With such a heavy burden, they are losing their interests in learning and think that school is boring. Most schools have no distinctive quality and have cut education from local reality. In order to improve the situation, the policy of curriculum has been adjusted and the idea of "three-grade curriculum management system" has been proposed. Local governments and schools have got some power to make their own curriculum to meet the local reality. It says that a new curriculum system for elementary education should be established to readjust and reform the system, the structure and the contents, and the curriculum system should be made up of national curriculum, local and school-based curriculum. With this policy, the School-Based Curriculum Development (SBCD) in China is now developing quickly and puts animportant role in education. But the SBCD is developed only for compulsory education. It is still at the beginning for senior middle schools and even new for chemistry course. As a country-level school, the environment for the SBCD far behind those key schools in big cities. We can't just follow them and we must develop our own curriculum with a local characteristic.As a subject, which has a close connection with the daily life, chemistry has many advantages. There is a great deal of knowledge about chemistry in daily life, which is good material for chemistry learning, but we have not paid much attention. So it is one of the important tasks for the School-Based Chemistry Curriculum Development (SBCCD) to get the students to learn the chemistry knowledge from daily life and make use of it for life. As an important part of the SBCD, chemistry course puts an important role in enriching the students' chemical knowledge and fostering the students' ability.Based on a lot of explanations of both domestic and abroad to the curriculum and school-based curriculum, the author define the School-Based Chemistry Curriculum in senior middle school as follows: " under the direction of the national curriculum standards, based on the reality of the school, made full use of the course resources, to develop school-based curriculum which can satisfy the school students' demand and reflect the school's education thoughts and ideas" .
