The 21st Century is called the Knowledge Economy Age. The development of knowledge economy needs a large number of talented persons with high quality and innovation. And the modern teacher with high quality is the premise for cultivating the modern talented personnel. The teacher is the key to improve the quality of education, and teacher is a decisive factor in the education reformation. In order to cultivate a group of teachers with high quality, we must pay much attention to the training of teachers. Although there are many ways of teachers' training now, the quality of teachers' training was not satisfied. In order to improve the quality of teachers' training, this article brings forward several principles and discusses an effective mode of teachers'training -- the school-based training mode.Recently, with the wide application of computer and multimedia and technique of Internet in the area of education, different kinds of modern instructional media appear and their functions and operations vary a lot, including the teachers' lack of leaning materials and training, as a result, many good modern instructional media cannot be used effectively in teaching and studying. In order to strength the training of teachers to use modern instructional media, we design a multimedia courseware. By designing the courseware, we expect to quicken the step of the teachers' using modern instructional media and to offer an effective means of teachers' training.During designing the "Application of the modern instructional media" courseware, we adopt the Tutorial mode, because this kind of courseware has the feature of teaching large quantity of knowledge to the learners in a short period. And it is also suitable for the individual learning. So, the tutorial mode fits for our courseware of training teachers to use the modern instructional media. On the content display of the courseware, we adopt the "question-explain" mode, because compared with the mode of "explain-question", the "question -explain" mode can do better to increase the learner's interest and thirst for knowledge. Finally we adopt the problem-oriented tutorial mode in the courseware. The thesis also gives the script example of the courseware.
