School- based curriculum development has been developed since the 1980s. At present, school-based curriculum development is one of the important parts in our new round curriculum reform of elementary education. We have implemented national curriculum development for a long time, teachers have always played the role of passive implementation, however, teachers are the most important participants in school-based curriculum development, they must play the role of curriculum decision-making, curriculum design, curriculum active implementation and curriculum evaluation. Therefore teachers must change their roles to make school-based curriculum development carried out smoothly, teachers must have some qualities to change their roles. The change of their roles and the improvement of their qualities must impose demands on our teacher education. There are three main parts in the paper. Part I: The development of school-based curriculum development in our country and its significanceThis part introduces the development of our school-based curriculum development in educational policy, theory research and curriculum practice, and the significance of school-based curriculum development by the analysis of "school-based" , "curriculum" , "curriculum development". Part II: The demands school-based curriculum developmentimposes on our teacher educationThis part mainly analyses teachers' position, roles and qualities in school-based curriculum development, these must impose demands on teacher education.Part III: School-based curriculum development calls for the reform of our teacher educationThis part discusses the disagreement our teachers' qualities with school-based curriculum development and the disagreement our teacher education with school-based curriculum development, I Propose some measures for the reform of our teacher education.
