The three-degree curriculum management on national curriculum , local curriculum and school-based curriculum, is one of the important innovations in the elementary curriculum reform at present. School-based curriculum development, by way of the newness, comes into teaching staff' eyeshot and becomes a necessary task in theoretical research and education practice. As for teachers in the primary and high schools, the conversion of teachers' roles is the important force of school-based curriculum development; what' more, it has immediate connection with the curriculum reform, as UNESCO in Learning: The Tresure Within, says: "as a reforming factor, teachers' importance at the aspect of advancing mutual understanding and allowances is no more unassailable than the present. The importance will have a decisive meaning. "At present, most investigators have discussed about problems that are relevant to school-based curriculum development. But such a top-down research method is difficult to open out the profound problems of the conversion of teaches' roles, because the conversion of teachers' roles is context-and-practice-specified. Therefore, underlying the principle of showing a living subject from the specific scene, the bottom -up research is conducted , according to the questionnaires and with the help interview, observation, in order to show the whole phenomena under the background of school-based curriculum development, find out the problems, and then provide correspond suggestions, which is meaningful to promote the school-based curriculum development and teachers' training.
