Well-off society target insidely includes the request of population quality, which is made up of population natural increasing rate, the number of college students per 10,000, professional technical personnel and other orders. Population quality becomes the most active factor and the center actor which is the foundation and premise of the other factors. Second, to establish a comprehensive well-off society is benefit for improving the population quality. The comprehensive establishment of well-off society will provide a good social environment to promoting population quality, improving the consciousness of resources, environmental protection, and scientific culture quality, etc, promoting oneself comprehensive development.
