The Teacher' Engagement System is a new type teachers managing system adapted to the socialist marketing system economic system .For this reason, the State Council promulgated Law of Teachers in 1993. No.17: Schools and other educational organizations must carry out teachers engagement systems gradually. The Law turned teacher ranks a close system into an open one. Not only schools can dismiss unqualified teachers, teachers can also make their own choices on accepting the engagement contracts or not. The change is good for schools to utilize educational human resources and promote benefits.However, the system was still newly-born in China. No historical experience can be used as a reference. When it is putting into effect in all through the country, contradictions aroused step by step, which is hindering further reforms to some extend. In order to make a study on this topic, I began my investigation since 2002. Methods of quantization and qualiztization are adopted in this thesis,with a combinaion of documentary method.Over 200 teachers and leaders are chosen in the investigation from 6 Middle schools in Guangxi. The results of the investigation are: 1) There is not a clear standard for engaging teachers. Also there is not a specific operation procedures for the system. 2) The check-up system is still far from perfect, with out-of-date standards and monotonous forms. 3) Without integrated engagement contracts and exact articles, both schools and teachers cannot be equal subjects with equal rights and responsibilities. 4) The system is lack of efficient mechanisms of supervision and teachers' petitions. 5) The system can not catch up with relative societyreforms.These existing probloms affect the construction of the encouraging mechanism of the Teacher' Engagement System and the thereby can't totally motivate numerous teachers' initiative ang creactivity.Combining my investigation with practical experiences both at home and abroad, I try to give suggestions as following: 1) Amplify relative social operation mechanisms. Reforms on educational personnel regime is a systematic project concerning various fields such as household registration, archives system, social guarantee system and so on. Hence reforms on teachers engagement system must be put forward with the same pace of reforms in other fields. 2) Strengthen the legal system. Practical laws must be made to put engaging system into effect. Relative rules must be amplified so that the implementation can be guarantied. 3) Strengthen the standardization construction of the system. The engaging system is still in a very tender stage. How to put the reform of it into a planned, consistent structure is an important issue. 4) Combine "safety" administration and "crisis" administration. Further amplify the impelling mechanism. Teachers must realize the challenges and crisis and arouse their fervor for the job. On the other hand, teachers' needs should be met. When they are respected and cared, they have chances to play a role in school management, they can feel safety, identification and jurisdiction. Only under such circumstance the schools and teachers can both develop at the same pace.
