At present, web-based education is emerging one of the primary practice and study of instruction informationization. The three foundations of which are hardware, software and network-resource , and web-based course is an important of the later. In web-based education, Instruction is revolved with web-based course, which is the basic cell and core of implementing instructive goal.In view of the current web-based course, it is true that they are the combination of both outstanding features and some troublesome problems: laying particular stress on making instruction materials rather not on building web-based learning environment; laying particular stress on teacher-centered education instead of learner-centered education with little attention to probe the web-based instruction mode. Therefore, it is meaningful to probe the web-based education mode and develop web-based course for it's own sake.Inquiry-Based Learning Theory turns out to be a great breakthrough in probing the web-based education with it extending to network. Network technology will not only increasingly exert a profound influence as cognition tool and shared-platform, but also web-based learning environment based on it will promote collaboration and communication among students.The Probe of Inquiry-Based Learning Based on Web-Development andPractice of Modern-Education Technology Web-Based Course is selected as an introduction to discussion web-based education .The main works are listed as follows:Firstly, after reading a lot of related materials and analyzing the current situation, developing trend and some existent problems of web-based course, an instruction to design web-based course with inquiry-based learning theory based on web is put forward.Secondly, inquiry-based learning theory based on web is studied intensively: studying the theoretical foundation of inquiry-based learning based on web; discussing the definition and features of it; analyzing the advantage of developing inquiry-based learning based on web; and pointing out the new changes of the role for the instructor and learner which in inquiry-based learning based on web; furthermore, putting forward the inquiry-based learning course project based on web as well with the theory put into practice.Thirdly, modern-education technology web-based course is designed on the foundation of inquiry-based learning course project based on web. Java, JSP and Macromedia Dreamweaver MX are used as developing tools to implement the modem-education technology web-based course and it is uploaded to the network.Finally, some students have some practice of inquiry-based learning course project based on the platform. To know course implementation of inquiry-based learning course and the following effect and feedbacks of modern-education technology web-based course, the questionnaire is designed, on the basis of which the factors effecting on inquiry-based learning based on web is analyzed and the project will be improved on its function and performance and some questions in need of promotion later have been drawn from the study and the practice.
