The participation of residents is the inevitable condition of community self-governance - during the process of community self-governance, the participation of all residents in the community can provide the necessary supports in the aspects of human resources, materials, intelligent and financial.The ratio of the participation of residents is the important indicate to measure the condition of community self-governance. The participation of residents is the power resources and the guarantees that drive the development of the community construction healthy.As the development of the community self-governance in recent years, residents already made plentiful achievements in participating the community governance. For the passive participating, the mono method residents usually take in current situation, however, there are many problems for the participation of residents, such as the deficiency of the willingness of participating of the residents, the lack of the diversity of the activities residents taking part and the distance between the expectation and the reality of residents participation.The possible reasons for defects above can be concluded in following aspects, typically, residents didn't have enough democratic consciousness; and the relationships between the residents' committee and the government departments or street administrations are still in dim; the contents or the methods for the community executives are singular; the improvement of living conditions and thecharacters of modern city life go against the participating behaviors of residents; the participating situations for residents is limited; and the material relationship between residents and the community is less important.In order to solve the above issues in the development of community. prompting the residents community participating mode changing from executive to voluntary, the thesis trying to getting a solution in following does: 1) cultivating the residents to form the public consciousness and participate in the community business; 2) cultivating and prompting the development of community self-governance organizations; 3) enlarging and multiplying the participating methods; 4) multiplying the supervision methods; 5) innovating executive methods and provoking the participating passion of residents.
