As a continual developing impetus of economy and society, education plays a fundamental, pioneering and crucial role in educating talent, creating knowledge, propagating knowledge and in impelling application of knowledge. Developing education has a prior to any other projects in the process of social modernizing. There are different concepts about how to develop fundamental education between areas with different developing levels.
