Since 21th century, our ways of living, learning, working, thinking and society have changed for information and network technology. Computer multimedia and web communication have caused a revolution in education. Today all the world realize education informationization may bring up person with information literacy (IL). At present, in our country modern education is progressing with education informationization. How to develop fundamental education informationization? There is lack of researching on fundamental education informationization in our country.The thesis firstly summarizes experience and problem on fundamental education informationization in our country. Based on the systems science theories, the sustainable development theory, the constructive paradigm and cognition theory, the thesis provides Base-Area Fundamental Education Informationization Harmonious Development Model. The theory is that fundamental education informationization must develop harmoniously in a district. For example, to construct Metropolitan Area Network (MAN) in the whole of that district, to depend on all people with IL, to implement policy of the government, to exploit educational resources with reasons, etc. The aim is to bring up IL of children.On the one hand, the thesis expounds what's the mean of the Base-Area Fundamental Education Informationization Harmonious Development Model in theory. On the other hand, introduces how to develop fundamental education informationization in Futian District, Shenzhen City. In the end, it discusses some matters needing attention.The research directs to develop fundamental education informationization. These are significances of the thesis.
