Using qualitative analysis methods of case study and documentary study, this paper tries to explore the deviation phenomenon between behavior modes and ideology in national character from the sociological multi-level and multi-angle points of view. The analysis is centered on the psycho-cultural foundation and the times background for the deviation' s coming into being, and also centered on the deviation' s effects on modernization process. The conclusion is that, as one of the distinct features of national characters, the deviation of behavior modes from ideology has emerged in the process of modernization since the late Qing Dynasty, in the form of deviation of values from action or of non-coincidence between them. The practical spirit in China traditional culture is the psycho-cultural foundation for the deviation, and the great social transformation since the late Qing Dynasty the times background in which the deviation is a common phenomenon. The deviation of modes of action from ideology comes as both the result and the reason of incompleteness of the social transformation. The deviation impedes the modernization process. To achieve modernization depends on action in conformity with ideology.
