By means of documentary, expert-inquiry, investigation by questionaire, interview, mathematical statistics, logical inference method, taking fourteen primary and middle schools in Guangxi province for example, the paper investigates and studies comprehensively and targetedly the primary situation of football-teaching resource, form of organizing and playing football after class in primary and middle schools of Guangxi province and makes researches on setting up the after-hour football club in primary and middle schools. Finally the author puts forward the basic scheme of setting up football clubs in well-funded primary and middle schools. The specific conclusions of study are as followed:â… The Present Situation of Developing Football in Primary and Middle Schools of Guangxi Province and Its Influential FactorsAccording to the investigation, in the syllabus of physical education of primary and middle schools, the number of physical education classes is very limited and even small; playing football after school is badly organized; there are lacking of skillful teachers majoring in football; there are hardly football games in a number of cities, counties and schools; funds invested is not enough; fields in most schools are far from standard and few, which can't meet students' demand of playing football. There are two factors leading to this unsatisfactory situation. On one hand, decision-makers in most schools are lacking of understanding the policy of fully developing football and can't carry out it efficiently.
