The main purposes of P.E. education in general colleges and universities are to strengthen students' physical health, improve their awareness and capabilites of life-long physical training. However, the traditional evaluation system put all attentio to their skills of physical performance. The single-standard evaluation system ignored students' other abilities. Moreover, whether the teachers were qualified to be awarded or punished became the only purpose of assessing their teaching. As a result, the purposes of P.E. teaching in general colleges and universities were difficult to be reached. With the progressing of P.E. teaching reforms and the ever-changing concept of teaching, people came to realize that these problems in the practice of evaluating teaching and studying were closely related to its inappropriate methods, ideas and norms. It is imperative to reform the evaluation system of RE. teaching. In China's universities, the research on the evaluation of P.E. teaching began in late 1990s, The experts studied the existing problems and put forward a new evaluating method by which they have made relatively great progress in their study. Meanwhile, there have been researches on the reform of assessing students' performance in the class. All the above researches just approached the problems of the present evaluating system in certain aspects.This paper is written based on a research which was done among 40 university P.E. teachers from 9 different cities and 142 students in Jiangxi Medical College. With the documentary analysis as well as deductive and inductive method, the research analyzes each factor involved in P.E. teaching process. Based on the theories of modern pedogogy and psychology, the paper presents a scientifically reasonable evaluation system, divides the system into several applicable assessing norms and makes a corresponding tablet for empirical researches. The conclusions of the researches are: the newly-constructed system is theoretically and practically significant; the assessing norms for students' performance in class are objective, effective and applicabe; the assessing system for teachers is reliable and easy to operate.In a word, the research will play a relatively positive role in promoting the reform of the evaluating system of P.E. teaching in general colleges and universities and the development of both teachers and students, improving the qualities of P.E. teaching and in addition,realizing the purposes general colleges and universities.
