With the political,economic and cultural development in Western Region,all walks of life focus on its talent cultivation. Given the context of Western regional vantages,the vocational education there plays an important role in raising the scientific and cultural level and reducing the rate of structural unemployment of that region. On the basis of the summary of relevant theories,the paper definite the fundamental terms such as Student Cultivation under the Vocational Education and its goals,meanwhile the theories of vocational education are the necessary part to analysis. Then the paper analyses the status in quo and current problems of vocational education in western region basing on the significance of vocational education to the development in Western Region. With the comparative analysis of vocational education in foreign countries,the paper states that it is reasonable to accord with the western regional features,leading by the scientific development with the purposes of establishing the Western style Student Cultivation System under the vocational education to satisfy the needs of western regions. During the process of researching,the paper utilized much theoretical knowledge such as Human Resources,Educational Management,Public Policy,Macro and Micro Economics,Statistics,Organizational Behavior,Accounting,as well as many useful figures are applied to assist the analysis of status in quo of western region's vocational education. Besides that,it analyses the fundamental models of Vocational Education in foreign countries and the successful experiences of UK,US and Japan. Moreover,the case study of Chengdu LongQuan Vocational Technical College is available to demonstrate the adequacy of regulating the majors according to the changes of social needs. For the most important part of how to establish the Student Cultivation System under the Vocational Education in Western Region,the paper puts forward that it firstly should enforce the Western Governments'functions to gradually implement in a scientific way. Furthermore,it is necessary to analyze the strategic methods from the macro and micro aspects. Especially,the key points of establishing the System of Students Cultivation under the Vocational Education in Western Region of P.R.China should be how to scientifically deal with the major setting,cultivation plan,courses arrangement,HR intern Center,the output of the graduates etc.. In a word,the paper insist on that it should consider the whole western vocational education without neglecting some detailed affairs in viewing of promoting the Western HR quality to contribute to the great strategy of Western Development.
