Quality is the lifeline of the higher education, and it is the eternal subject of the higher education to improve the course quality. The focus on the quality of the higher education is becoming popular all over the world. Since China reform and open to the outside world, it has taken great changes and has attained obvious achievements in higher education. But as the absolutely increasing extent in recruiting students gross goes beyond the increasing extent in all kinds of devotion, Chinese higher education is facing unavoidable quality problem. Finally, the article is hoping to set up an ensuring system to protect and improve the quality, which is scientific and effective .
