Quality is the lifeline of the higher education, and it is the eternal subject of the higher education to improve the course quality. The focus on the quality of the higher education is becoming popular all over the world. Since China reform and open to the outside world, it has taken great changes and has attained obvious achievements in higher education. But as the absolutely increasing extent in recruiting students gross goes beyond the increasing extent in all kinds of devotion, Chinese higher education is facing unavoidable quality problem. Higher education calls out quality. In teaching and researching universities, the undergraduate course quality is showing the current of getting down.The article starts with the developing situation of the course quality of undergraduate in teaching and researching universities since the reform and open to the outside world , clarifying the background of the research . While defining some concepts such as the teaching and researching university, quality, the quality of higher education and evaluate standards and so on. All these establish the basic groundwork. Then by using the basic method of the research---system analysis, from the point of view of higher education system, the article probes into the main reasons of the low course quality of undergraduate according to the elements and structures of the higher education system, paying attention to the commonness and particularity. Finally, the article is hoping to set up an ensuring system to protect and improve the quality, which is scientific and effective .
