Undergraduate teaching quality report is not only a valid form for colleges and universities in response to social accountability, but also an important means to urge universities to establish an internal quality assurance system. From August 2011, in accordance with the requirements of the ministry of education,39 "985 project" colleges published the previous year's annual report on the quality of undergraduate teaching. Based on the annual report of the quality of undergraduate teaching of high-level university, this paper takes a comprehensive analysis of both the status quo and undergraduate teaching quality evaluation. On the one hand it is conducive to education authorities to grasp the current situation of undergraduate teaching quality from a macro, on the other hand also conducive to the university through the horizontal comparison analysis to identify the main shortcomings of undergraduate education and teaching presence, thus contributing to further improve the quality of undergraduate teaching.This article firstly embarks from the core elements of affecting the undergraduate teaching quality, a reference index system at home and abroad and the undergraduate teaching level evaluation system in 2004, and explores building a set of new undergraduate teaching quality evaluation index system. It is consist of 5 first-level indicators and 36 second-level indicators which the first-level indicators are mainly consisted of undergraduate training target, positioning and quality assurance; teachers; teaching investment and conditions; education teaching reform and the effectiveness and reputation of the school. Among them, the "teachers", "teaching investment and condition", " education teaching reform and the effectiveness " of the weighting is 30%,30% and 25% respectively. Secondly, by taking a textual analysis of "Undergraduate Teaching Quality Report", describe the current situation of undergraduate teaching quality of high-level research university from the undergraduate talents training target, undergraduates in school situation, the setup of subjects, faculty, education funding, teaching, laboratory area and equipment, library resources, curriculum development, fresh graduates, the student learning satisfaction, employer satisfaction and teaching achievement. Finally, according to the data of 30 "985" universities and undergraduate teaching quality assessment system, calculate the final score and ranking of the undergraduate teaching quality by colleges and universities.
