With the increasing perfection of socialist market economy of our country and the constant promotion on width and depth of the reform and opening-up, not only has the people's living standard changed enormously, but also the obvious transition has taken place in people's inner world. The improvement of the social civilization, the pluralism of culture and values, the awakening of people's individual consciousness and the strengthening of legal consciousness, have put forward the common requirement respects to the administrators of the society. As the main position of cultivating "Four haves" talents of the socialism, the colleges and universities have changes dramatically in universities and colleges management system, recruitment and employment policy and students training pattern. Higher education has been gradually transferring "elite" to "popularization". The extension and intention of the subject and object have enriched and developed constantly.
