Community, the cell of society, is the fundamental element to social stability and development. It has been proved by the practices of many countries that the significantly practical meaning of the development of community not only lies in promoting coordinate development of economy and society, but also in speeding the pace of political democratization. What' s more, the development of community also improves life quality of residents and management level of society. Community construction in our country stems from the early 1990's. It sprung up after social reform and opening in order to meet the need of adapting to social revolution. The city community, the model of the primary level of social management in our country, forms and develops under the lead of the government. On one hand, it represents the character of the governmental guidance and the administrative propel, on the other hand, the governmental administrative propel has the positive effect on transitional Chinese communities. For one thing, residential committee is subordinate to government because of the leading position the government takes in community construction. For another, residential committee' s autonomous function is weakened because it is some kind of administrative organization to some extent. Therefore, during the transitional period, we should attach great importance to form the governance model of governmental propel and community autonomy as well. Further standardize the government functional authorities and strengthen the function of community autonomy. Our work not only lies in bringing the government and the community autonomy into full play, but also focuses on promoting the cooperation between the government and the community, fulfilling the task of the community good governance.
