Cooperative learning is improved the enthusiasm and initiatives between different team's students in learning different subjects in high schools, accorded the argument and communication about the question to make the teaching aim reality. Under the guidelines from the Department of Education and theories of political and ideological education, the author carried out extensive research into this problem, and then driving the conclusion: we can use Cooperative learning in high school political and ideological education. Analyzed the advantages and disadvantages of adopting Cooperative Learning in teaching this subject, and then based on the outcome the author outlined relevant strategies for better and more effective learning. We should give priority to the reform of teaching politics in high schools; emphasize the subjective role of students. We should also arouse the enthusiasm of teachers and encourage them to play an active in it. With materialist dialectics we know that every coin has two sides. The adoption of Cooperative Learning strategies has brought great changes of attitudes towards teaching methods and learning styles of politics as a subject between teachers and students. However, more attention should be paid to some problems with which we are faced. We should focus on the content instead of the form when tacking them. It is essential to put teachers in a proper place so that they can manage the classroom activities effectively with enough capacity. Furthermore, it is extremely important to optimize the work of grouping students of different ability from various backgrounds. More encouragements and opportunities should be given to those who are so shy that they seldom get involved in projects of learning whole-heartedly. According to my surveys, the reasons can be attributed to teachers, students, school authorities and the whole society. Therefore, we can draw a conclusion from reality. That is turning a blind eye to problems and taking no actions will no good to the education. Only by mapping out effective and coherent strategies on Cooperative Learning can we successfully put the theory into practice. In this article the author highlights the following four strategies, 1.Pre-lesson strategy, it concludes conducting the class, pre-learning the lesson, constructing the team; 2.Organizing teaching and learning strategy, it concludes how to continue the class and control the time, improving the effect of the class; 3.Classroom and Activity Management strategy, it concludes controlling the big noise of the class and improving the cooperating of the students and so on; 4.Evaluation and Assessment strategy, including aim evaluation exciting, content evaluation is all sorts and kinds, standard science evaluation.
