"The Plan of Facing to the 21~st Century of China Educational Boosting Action" points out that the vocational education should focus on the improvement of quality and the promotion of profits. Thus, our society pays great attention to the quality of vocational education. The author believes that students are not only the subject of educational activities, but also embody the educational quality. Hence, all the activities of education should be carried out in accordance with the needs of students comprehensive development. In the process of education, we can ensure and improve the quality of vocational education to a great extent if we understand the individual differences and learning features in depth, evaluate the learning process and results in a scientific and effective way. To evaluate the professional abilities of students in vocational schools, it is essential to know the present situation of students' professional abilities and the requirements of the social needs. On the basis of it, the author put forward a new concept and model of educational evaluation—Study of developmental evaluation on students professional competency based on web environment, which seeks to construct a evaluation platform breaking the limitation of time and space in traditional evaluation, the restriction of school or area to effectively ensure the close link between schools and society and the integration of students' theory with practice.Modern vocational education should breakthrough traditional educational evaluation model and highlight the competency of vocational school students on the basis of the characteristics of vocational education and students. In terms of theory, modern vocational education is constructed and developed under the instruction of constructivist learning theory. Constructivism theory stresses the subject of students and advocates active participation in the learning process to realize the individual development of students. It also instructs students to exploit their potentialities.The main idea of students developmental evaluation is to set up practical and realistic vocational goal, to lay down specific and operational goal and other relevant measures; to develop interest, build character and improve abilities so as to adapt to the vocational requirements and enhance learning consciousness; to make to understand that everyone has a stand in society; to exploit the potential abilities of students, making them full of confidence about future professional career; to realize the current employment and understand "having a foothold first, and then developing", forming practical employment concept according with the society and individuals. Therefore, the vocational education is changing and rejuvenating.In this paper, the author firstly analyzes adaptability of students on their jobs and career requirements of students . Secondly, the author defines the professional competency of students. Thirdly, analyzes how to display the developmental evaluation on internet. Finally on the basis of developmental evaluation theory, a case study is carefully examined. The real purpose of evaluation is to help students to be self-conscious, to examine and remedy shortcomings in the learning process and to become a useful person in learning in the favorable learning environment. We should fully consider that the differences between students' evaluation in vocational education and traditional one vary from way of doing it and the contents of it. Accordingly, under the principle of modern educational evaluation theory and analyzing the features and rules of vocational education, the paper analyzes the contents and the way of evaluation in students professional competency using quantitative and qualitative method to build a system for vocational education. The system is proved to be pragmatic through a case study and conforms to the requirements of modern education , thus its instructional significance should be considered.
