Teacher appraisal is one of the important parts of managing teachers in primary and middle schools, and it has important influence on school's development and teachers ' professional development. By documenting, interviewing and quertionaine , the auther found that the current system of teacher development has some demerits. With the appraisal purpose , it stresses the schools ' administrative management, not the teacher's development. With the appraisal contents, it emphasizes the outcome of teachers, development, namely the students, scores, not the teachers' practical knowledge that has important effect on teachers' professional development. With the appraisal methods, it values the quantitative methods not the qualitative methods. It has the positive function to proceed the teacher evaluation correctly,reasonably and scientificaly. It can promote the teacher to develop unceasingly, raise their teaching level unceasingly, implement comprehensively the education for all-around development and adavace the elementary education curriculum reforms. Under the background the article elaborate the basic connotation of teacher evaluation institution, which promote the teacher to develop unceasingly,and reconsidr the traditional teacher evaluation institution.then discuss the new modern teacher evaluation institution. In order to use the teacher appraisal properly, we should adopt a new evaluation system- the developmmtal teacher appraisal, we should attach importance to its invigorative function, think much of teachers' practical knowledge, pay attention to the qualitative methods and so on..
