With the strong promotion of the economic globalization and knowledge economy, the human resource has already become the key element of the organization;more and more organizations have already realized that the human resource has also become the most important factor of the organization. The development and management of the human resourcehas also become the most important subject nowadays which the enterprises and institutions study.Institutions of higher education are the training bases of talents, the human resource state of colleges have decisive influence on talents required by the development of economy, the human resource competition among universities will aggravate further. In this situation, we are required to change our attitudes from traditional personel management to the human resources development and management, pay more attention to the human resources, Meanwhile, constant innovation of the system which leads to a comprehensive and corresponding mechanism is demanded; strategic program should be implemented; it could seek surviving and developing road in fierce talent competition help to survive and develop in the competition of human resources for universities and colleges.Based on the theory of strategic management and human resources management, accomplished the scientific demonstration method , through the analysis to domestic and foreign environmental factors such as the advantage, inferior position, chance that face, threatening,etc. This thesis establishment on the strategic scheme of human resources management for Southwest Jiaotong University Emei Campus, Including fully utilizing chances such as the external policy, market of the school, talent resource,etc. meeting the needs of development of school voluntarily, improving the human resources management system, Promote the manpower resources management idea, promoting the manpower resources management idea, adjusting the structure of human resources, improving teaching and administrative staffs professional quality, on the basis of overall development strategy of the Emei Campus, analysising the human resources supply and demand emphatically, finally Proposing the human resources program of Southwest Jiaotong University Emei Campus.The research results in this paper has certain directive significance to making the development strategy to Emei Campus, the solution has stronger reality and effectiveness, all of These views and conclusion will be helpful and inspiring of development of Southwest Jiaotong University Emei Campus.
