It is of urgent need for us to build up a school-based teaching and research system since the foundational education school curriculum reforms deeply and openly. The system is meaningful both theoretically and practically. It helps to carry out the new courses standards creatively and to fulfill the aims of the new courses standards thoroughly. It puts teaching into effect, increases teachers' professional knowledge and leads to the development of curriculum construction for schools as well as the upgrade levels of running a school. Thus, schools are to get ready for a long-period School-based Teaching Research.This essay states the reasons why the improvement of the School-based Research was not obvious and did not have any characteristics though the former leaders in Jiuzhou Primary School were strict with its teaching routines and had devoted all sources to teaching research. The reasons lie mainly on the following facts: First, school leaders did not think it important to take "base on school and base on teachers" as the premise for School-based Research. Second, teaching practice was divorced from teaching research. Third, there was not essence in professional theories aiming at School-based Teaching Research. Fourth, the roles of crews to carry out the research were not determined.The essay defines the essence of the "School-based-Research" and indicates the inevitability and significance of carrying out the research. It explains that new leaders in Jiuzhou Primary School take "Base on teaching and research at school" and "Base on practice" as the basic theories to carry out School-based Research. Three major resources needed for the research are laid out in this paper as well: teachers (self-examination), teaching-interactions (communications) and professional theories (guidance of the research). It also introduces the basic steps for the research: questioning-programming —acting—summarizing. Guided by the theories and values of School-based Research, the essay suggests five teaching and researching modes: 1) A breakthrough in classteaching-working together by assigning one teacher to explain the teaching plans,another to teach the lesson and a third to assess the teaching while others listening and giving advice. 2) A breakthrough in teaching cases-studying every teaching case...
