Today, higher education's popularity goes deeper and deeper, our society pay close attention to the quality of higher education. In order to assure the teaching quality of higher education, our country carried out the evaluation on teaching quality of university every five years from 2003. We plan to carry out overall evaluation on teaching quality of all universities within five years. But, there were many unreasonable problems during the evaluation process. This thesis was completed in the sequence of raising problems, analyzing problems and solving problems, on the basis of analyzing the problems in the evaluation on teaching quality of higher education, taking the advanced foreign counties'experiments for reference, the author raise some constructive advices, in order to improve the system on evaluation of higher education.This thesis consists of three parts.The first part: The author summarized the problems of evaluation from five points of view---the aims of evaluation, the problems of perfunctoriness in evaluation, the corruption in evaluation and the evaluation conclusion, and pointed out the dangerous result from these, we hope that government and the department of educational administration could pay close attention to these problems.The second part: the author analyzed the depth reasons to these problems from knowledge, main body, systems and methods after full investigation and research.The third part: After reason analysis, the author put forward some more perfect rational proposals for the later evaluation on the basis of combining China's contemporary situation and some advanced experiences abroad, hoped that the evaluation of higher education could make sense in urging our higher educational development and improving the teaching qualities.At last, the author had a further and objective analysis about contemporary problems in evaluation, and a simple introduction on this investigation was given, a prospect of future evaluation of higher education was put forward.
