Teachers' quality directly influences the education quality as well as the whole country's development. This thesis, based on the requirement of teacher profession and educational development, points out that efficient teacher evaluation can help improve teachers' overall quality. By means of questionnaires, interviews and other methods, the author has made reflections and summaries on traditional teacher evaluation theory. Catering for the characteristics of higher vocational and technical colleges, the author combines the developing teacher evaluation theory, exploring the phenomena of ineffective teacher evaluation, targeting at the very reason leading to these inefficiency to construct a developing teacher evaluation system to promote teachers' career development in secondary vocational and technical colleges.The thesis falls into four parts. In the first part, the author expatiates the purpose, the content and the methodology of this research, gives specific definition to the concepts. Research focus is set on the features of efficient teacher evaluation and its function in boosting teacher development in secondary vocational and technical colleges.In the second part, the author, through questionnaires and data collection, reflects on the teacher evaluation practice, points out its disadvantages and analyzes the reasons for the problems existing in secondary vocational and technical colleges.In Part three the author analyzes the malfunction phenomena of teacher evaluation in secondary vocational and technical colleges based on the questionnaire survey. The reasons resulted in the problems has also been discussed. This part serves as the kernel of the research.In Part four, a developing teacher evaluation system has been constructed, which has cast away the traditional, ineffective teacher evaluation, combining the qualitative and quantitative assessment, attaching importance to qualitative method to ensure the improvement of teaching effect and teaching quality.
