Higher education evaluation is one of the most important ways of improving higher education quality. With the deep development of economics and higher education system reform and deeper expansion of running a university towards the society, education field should abide by the development regulations of market economics and utilize market system. Higher education must seek to survive and develop based on quality in intense competition. Education quality becomes the key to higher education for the moment. Therefore, government and all walks of life in society pay more and more attention to higher education evaluation. During these twenty more years, we have made many excellent achievements on higher education evaluation: having a deep understanding of foreign higher education evaluation theories and practice; building up our own higher education evaluation theories and method systems basically; forming our own higher education evaluation practical model; formulating the basic formula of our own higher education evaluation system. As we know, the construction of our own higher education evaluation is still under the exploration. Comparatively, American higher education evaluation system has a long history, accumulating abundant experiences, forms complete evaluation schemes, explicit evaluation procedures period and punishment ways, etc. It develops rather perfect.This thesis tends to compare and analyze the reasons and advantages and disadvantages between American higher education evaluation system and ours in order that it is important and significant to build and perfect our higher education evaluation system with Chinese characteristics and promote our higher education project healthily.This thesis consists of 6 parts, including five chapters and conclusion.Chapter 1: this part mainly introduces the related definitions, the summary on the former research, the sense, the purpose and the method and reviews the research background.Chapter 2: thsi part describes the history development and the present situation of both American higher education evaluation system and ours and analyses comparatively.Chapter 3: it combs and analyses the differences between two country's higher education evaluation system, such as, the development background, the evaluationsubjects, and the evaluation procedures by comparison and analysis.Chapter 4: it illustrates the differences between two country's higher education evaluation system, esp, the evaluation aims, the nature and running mechanism of the evaluation institution respectively. And then, we would find the deep reasons and have a thorough grasp of intrinsic characteristics among them.Chapter 5: it provides the countermeasures of consummating our present higher education evaluation system on the basis of the above analysis:i) Eliminate the side effect of traditional culture on our higher education evaluation system.ii) Strengthen the research and international communication on evaluation theory.iii) Make the position and function of government, society and universities respectively clear.iv) Be willing to set up social-intermediary, independent institution positively.v) Enhance the restraint and influence of our higher education evaluation system and establish institution of evaluation on evaluation.Conclusion: it draws a conclusion from the above explanation, illustrate the related aspects and present a bright future of our higher education evaluation system.Undoubtedly, I hope my research will be helpful and contributive to build our higher education evaluation system at present.
