The Evaluation Of The Science & Technology Work Of Local Colleges And The Design Of Software System

Along with the reform of managing mechanism of higher education, the amount of local colleges increased obviously, S&T strength enhanced gradually;local colleges has become the important force of the S&T innovation procession and the core part of RIS. However, there are many difficulties and problems in the S&T work of local colleges. For example, the S&T work of local colleges should be thought more of, the level of management of the S&T work heightened;the S&T strength is dispersive, the scale of research project is small. Therefore, it is a very important mission for local governing department to build a series of scientific, systemic indexes system. With this indexes system, local governing department can carry out evaluation on local colleges periodically, in order to make the best of oriented function of evaluation, enhance control and administer microscopically to the local colleges, make the college develop harmoniously and Sustainable.This dissertation, taking the S&T management of local colleges as research object, from the viewpoint of local governing department, taking the colleges of Hebei province for example, studied the following three parts mainly.1. The concept, functions and developed courses of S&T work of local college. Firstly, this dissertation confirms the concept, scope to the local colleges, and carves up them to three types. Secondly, reviewed and analyzed the function evolvement and the effects from the viewpoint of the S&T work develop course.2. The evaluation indexes system and scheme of the S&T work of the colleges of Hebei province. This part conceived the evaluation indexes system of colleges of Hebei province in thebase of analyzing the actuality of S&T work of local colleges and evaluation main bodies of colleges. Firstly, this part analyzed the necessary, aim of evaluation and conceives principle of indexes system. Secondly, according to the evaluation aim, aiming at three types of local college, conceived different evaluation indexes system, and explained a part of the indexes. Finally, this part conceived the elementary evaluation scheme.3. Evaluation software system of the S&T work of the colleges of Hebei province. This part constructed and developed the evaluation software system of the S&T work of the colleges of Hebei province in the base of establishing the evaluation indexes system and scheme. Firstly, this part analyzed the characteristic of the system. Secondly, this part introduced the logging on user and the primary function mainly. Finally, introduce the operate flow of the evaluation system simply.This evaluation scheme of pivot local colleges had been adopted by the governing department of Hebei province.
