We has trained primary and high school teachers uninterruptedly for many years, and 21th century education reforming trend has advanced new demands to the overall capacity of teachers. However, because lacking unified standards, that the content and method of teacher training system are not the same in our country. December 25, 2004, the Ministry of Education promulgated "the educational technology standards of primary and high school teachers". The standards promoted the comprehensive reform of basic education, accelerated the development of information education, and instructed the train of primary and high school teachers effectively.So it is necessary that we established an effective and rational training system of primary and high school teachers based on this standard. On the one hand, it can let teachers understand their own capabilities and make them improve their educational technology capabilities purposeful. On the other hand, we can provide precise information and judgment for the training institutions.Although some domestic experts and scholars have carried on some research about it, they have not formed a qualitative and quantitative evaluation system based on the standard. Therefore, though searching document, surveying, and analyzing the current status of training evaluation, we built up a evaluation system including learning attitude, cooperation learning ability, practicing ability and innovating ability. It used the combinative method of characterization and quantitative indicators. This system can have a comprehensive and exact assessment to teachers, and provide a scientific standard for evaluating teachers.This paper carried on research around primary and high school teachers training evaluation system based on the standards.First, through the detailed analysis of teacher training status and evaluation status, raised the question for discussion that we will carry out a series of research which aimed at demands of educational technology capable standard and combined the processes of training with the characters of teachers' behaviors.Secondly, this paper interpreted the standard detailedly, and analysed the structural characteristics, capable demand and evaluating emphasis of the standards.Thirdly, this paper, through the analysis of teachers' behaviors in the course of training, constructed a detailed evaluating index system, and interpreted the mathematical models of evaluation and data-processing methods.Then, this paper interpreted the design and development process of corresponding software, including the technical environment of software development, development difficulties, and the software functions described and so on.Finally, through the testing and tryout of the software, it was confirmed that the index system and software were effective.
