Turn of the century, the curriculum reform of basic education receives the unprecedented attention worldwide. A lot of countries in the world, especially developed countries, often all proceed with curriculum reform of basic education through reforming basic education curriculum, adjusting talent's training objective , changing the personnel training mode, and improving personnel training quality, to strengthen one's own strength in the world. "Decision of the Central Committee of the CPC and the State Council on deepening education reform and advancing quality education " point out: The basic education is the project of laying a foundation of revitalizing the nation through science and education, which has effect on improving Chinese nation's quality, training all types of talents, promoting socialist modernization construction to have basic, overall, guiding functions. So, we must be from the standing of implementing strategy of revitalizing the nation through science and education, from the standing of improving nation's quality, strengthening overall national strength, to know and advance the reform of basic education curriculum. It is pointed out clearly that " Decision of the Central Committee of the CPC and the State Council on deepening education reform and advancing quality education " in 1999: "Set up the effective mechanism of optimizing the teaching faculty and improve the whole quality of the teaching faculty". Obviously, teacher's faculty construction not only determines educational development speed, but also is a key of reforming the success or failure of new curriculum of the basic education.The teachers of middle and primary schools are the most direct participants in the new curriculum reform of the basic education. Whether new curriculum succeeds or not, the teacher's quality, attitude, meeting and improving are a key factor. Each teacher wants to regard learning, studying as the way to survive and work, as the indispensable component in the work and life. While working, they should be absorbing the new technology and new knowledge constantly. Through insisting on constant study, create one, develop oneself, promoting talents' cultivation, improvement of quality, which is exact a demand of a new curriculum reform. The teacher is no longer person who teaches the knowledge, and should be the promoter of student's study. The teacher is no longer a teacher "artisan ", but a person who has correct ideas, knows how to review technology, and is good at cooperation. Becoming "research" teacher is the inevitable choice of the school and teachers to advance with the times, upgrade one, promote overall...
