The current of events of education before college level is both western and eastern countries are preparing for a reform. In this reform tidal current, there are many developed countries and also many developing countries. This indispensable education reform started in 2001 of our country is the part of this trends。This paper selects the new experimental textbooks (First and Second volume, published by People's Education Press, May 2004, First edition) of senior high school which compiled according to the new Curriculum Criterion and the old textbook (First volume, published by People's Education Press, June 2003, Compulsory) of senior high school which compiled according to the old Teaching Outline as main research objects. First, the paper makes a review of the chemistry education history of China. Then, the paper compares the "Scientific Literacy" contents of these two textbooks all-around both qualitatively and quantificationally under the logical sequence. The paper's purpose is in order to make it clear that their samenesses and differences of the two kinds of textbooks. Then the results of the comparison may help the teachers of senior high schools comprehend the New Textbooks and the Curriculum Criterion better and rebuild their points of view about chemistry curriculum. The results can also implement the teachers' instructing practice at the same time during the real teaching environment.
