There are many reports about the construction of the "double-function" teachers of the middle vocational education, and seldom of that of The higher vocational normal education , and there is no report about the connotation which is from the training method and CBET mode.The paper pushes out The connotation of the "double-function" teachers in the higher vocational normal education from the foreign vocational school raining method that is ,teachers should has the technician which can supervise students to practice except the general quality of teachers .i.e. teachers should has the practical capability and having higher ability of starting work and making things; the ability of dealing with some technical troubles and problems which happened in a sudden, then the teachers can foster the actual vocational talented who will master and deal with the matters very well and the .higher capability to make an impromptu explanation, demo and for display; let the students know how to understand and operate, except for having higher polity and ideological quality, vocational moral quality, master the Education ,the psychology, Vocational Education, the Vocational Education Psychics, the Survey of Vocational Education Methodology, in some degree; has higher teaching ability, higher quality for teaching and researching and creative ability; master the rules of education and teaching and know how to put the newly educational theory and teaching methods into the class; has higher ability to convey the knowledge and technology to the students, be whiz at the necessary professional theoretical knowledge, the professional technique; the related industrial knowledge and professional skill;Otherwise the paper pushes out the characteristics of the "double-function" teachers from the Shape, capability, On identity, task, knowledge, Connotative and so on; finds many problems existing in the construction of the "double-function" teachers in the higher vocational normal colleges. Say, the simplification of the teachers' knowledge, the incapability of starting work and making things, the shortage of teaching members for part-time job and the title of a technical post evaluations go against the construction of the "double-function" teachers system etc. Finally, it brought forward the training plan of the "double-function" teachers from constructing the new ideas about vocational education, Putting the qualified teachers for employment into practice, Implementing the training system for skill, Implementing the post employment system, Implementing the reward and encouragement, Implementing the system of effective ensure.The paper explores the construction of the "double-function" teachers of the higher vocational normal education in China, in order to provide much theoretical evidence for the construction of the "double-function" teachers for the higher vocational normal education.
