A Research On The Reversion Of Clans And The Moderization Of The Country Goverance's System In The Contemporary Era

In the 1980s , with the end of the mode of the basic power's all-in-one in country and the relaxing of the state' control ,two kinds of knockout changing emerge in Chinese village :one is the system of country governance is advancing under the ideals which is democracy and nomocracy ,the other one is the reversion of clans ,which interweave and interplay each other in the changing times .the thesis argues that as the important power of holding the country's order together, the reversion of clans effect profoundly the modernization of the system of country governance, estimating impersonality the clans and exerting it's function is the significance of figuring the modern system of country governance. At first, this article study the clans and vicissitudes of the system of country governance historically and realistically ,analyze the reason in system about reversion of clans ,point out the system of country governance is faced with the lacking of modernity .then the research go into deeper by parsing the power, dedicate that clans on the basis of clan power must be tend to perdition in the process of modern civilization which "nomocracy" instead of "man-rule". Although clans' power is limited by public power in practice, the system of country governance which is characteristic of "nomocracy" and is on the principle of public power should be regard as objective .In succession, paper argues positive factor and negative factor of clans ,At last ,we try to seek after the way of constructing and developing the modern system of country governance under the great background of the reversion of clans, In the article, the theme is explored through different perspectives from the theoretical analysis to system investigation ,exams on present practice to outlook into the future studies.
