Since 21st century, education has played a more and more fundamental and important role in the improvement of nation's overall development and international core competence. During the current state of the educational development, there obviously exist many problems such as difference between the rural and the urban and the disparity among different regions, universities and groups, which is throwing down the gauntlet on the educational fairness. Thus, all the educational fields and social circles in China pay plenty of attention to strengthening the quality-oriented education and regularly developing the basic education. Recent years, in Gansu Province, the social undertaking has made comprehensive progress and the basic education has also got certain achievements. However, it can't be denied that, as same as the other areas of China, there is the problem of imbalanced development of basic education in Gnasu. Therefore, it has substantially theoretical and practical significance to research the problem of regional imbalanced development of basic education of Gansu Province, which also matches with the objective requirement for constructing harmonious Gansu.Having expounded the research background, the thesis discusses the existing research on the imbalanced development of basic education at home and abroad and introduces the corresponding concepts, standard for measure and basic theory concerned with basic education's balanced development. Through comparative analysis, it points out all the problems of imbalanced development in Gnasu, such as the problem in financial investment, teaching staff and the area of school building, and then deeply discusses the reasons concerned from four aspects, that is, economic development, rural and urban structure, social and cultural sense and educational development itself. Also, it probes into the actual necessity of urbanization development to basic education development. At last, with the way of data analysis and theoretical analysis, it proposes seven strategies to improve the imbalanced development of basic education in Gansu Province:To build up the scientific conception of balanced development of basic education, to properly adjust the policy of financial inputs on education according to the real condition of the regional development, to enhance the main responsibility of government and perfect the guarantee policy system for education, to deepen the education system reform and realize the integration of urban and rural education system, to optimize and integrate the resources of education and speed up the implementation of quality education, to innovate the mode of talent training and improve the overall quality of teachers, and to strengthen the construction of informationization and achieve the sharing of the high quality education resources.
