The educational supervision is an important part in educational administrative management, and it is also one of the important supervisory systems in educational administration. After 20 years' endeavor, we have achieved a lot since the resumption of our educational supervision. But there are still some disadvantages in this inspection that hold the educational supervision to take effect. And all these weaknesses are attributed to the lack of the authority. The lack of the authority shows in two aspects. The first aspect tells us that the efficiency of the administrative supervision is low in the process of the educational supervision. It is so hard to work it out., and the supervision of the education only focuses on the form and is not popular. On the other hand, the people who is in the charge of the supervision rarely have the sense of law.We can find the answer to analyze the reason why the educational supervision lacks authority in the following three aspects: the law, the administration and the academia. The law we have now for the supervision of the education is not complete, and we only have one law named The Temporary Rules for The Educational Supervision which is promulgated by the national educational department. Even though it belongs to the departmental law, its authority is limited, so it causes the right of the educational supervision to loose the protection of the law. The people's knowledge to the administrative power of the educational supervision is not enough, and in addition, there is no coherence in educational supervision system, and the origin of the supervisory power and the responsibilities are not clear, most of the educational supervisors are not professional and the efficiency of the supervision is not ideal, so all of these weaken the administrative and academic authority of the educational supervision. Therefore, when we start to reconstruct the supervision, we must build it on the basis of the national conditions, and bring in the advanced experience from abroad, and solve the problem from the weaknesses. We can realize the modern authority of the educational supervision by completely constructing the authority of the law, the administration, and the academia.
