In the late 1990s, Chinese education experienced pains of being criticized. Then came a big discussion of humanism. The new teaching program and new textbooks have been applied to the whole country. That is the beginning of Chinese education reform. Although we are making great progress on the theory, the education reform goes slowly. However, what is the obstacle of Chinese education reform?This paper is based on the background of Chinese education reform. The necessity of teachers' and Chinese development can also be found in this paper. Nowadays, Chinese teachers are facing new challenges and demands. But the situation of Chinese teachers is not good enough. There are two reasons for this phenomenon. First, the environment of education reform prevents teachers form developing fast. Second, the traditional exam system has a bad effect on the teachers' development. The traditional exam system forces teachers to follow the old teaching habits, to seek fame and money and to meet the demand of surviving.There are lots of troubles facing the reform. Therefore, we have a long way to go. The most important factor of any reform is human being. The new education reform is to advance the development of teachers and students. Sothe main point of this article is: only the development of teachers and the subject of Chinese can advance the pace of Chinese education reform. What should be done is to form the continuous development idea and build up the foundation of teachers'development. So this article includes the outside and inside driving force of teachers'continuous development. Chinese teachers should form the all-life learning idea, do some researches, think about themselves and have good personalities. This article is aimed at advancing Chinese education reform and looking for the practical methods of teachers' and teaching reform development.
