The study examines the fine arts teaching of some junior high schools in District C, Lanzhou by mainly applying the approach of qualitative research. Meanwhile, by surveying a number of principals, teachers, parents and students as well as analyzing some related literatures and references with the approach of quantitative research, the study literally reveals the teaching contents, the teaching approaches and the teaching conditions of the new curriculum, also the understanding to the fine arts teaching and the contradictions arising in the process of the schools' exam-oriented education; discusses the problems that arise in the process of the fine arts teaching; analyzes the results; comes up with some countermeasures and suggestions.The results indicate:Canonizing the exam-oriented education restricts the junior high schools' fine arts teaching; the current fine arts teaching conditions and management mode block the implementation of junior high schools' fine arts teaching; the relatively low status of the fine arts teachers is the key factor that affects the quality of fine arts teaching; the school-based curricula should be further developed and utilized so that they can adapt to the junior high schools' fine arts teaching with the new curriculum.On the basis of the current situation of junior high schools' fine arts teaching, in order to improve its quality the author proposes the following countermeasures:Change the out-dated ideas and enhance the understanding of the fine arts teaching; All-level educational departments increase the inputs and management of the fine arts teaching; enhance the status of the fine arts teachers to improve the junior high schools' fine arts teaching with the new curriculum; develop and utilize school-based curricula to increase the applicability of the fine arts teaching with the new curriculum; study fine arts teacher about the new curriculum, improve their teaching ability; cultivate fine arts teachers' professional morality.
