The whole world has placed increasingly great emphasis on scientific research work. As the key factor of national scientific and technical innovation system, higher education institutes are shouldering the major responsibility of scientific research. Given the facts that governments at various levels are increasing their investment in the scientific research and that, colleges and universities are carrying out a teaching staff recruiting system, the evaluation on teachers' scientific research work has since been attached with more importance. As a matter of fact, many problems have occurred due to the imperfect evaluation system and relative methods. Based on all this, this paper, by using some research methods of literature reference and empirical investigation, and adopting the theoretical knowledge in the field of education and management, has explored and analyzed the existing problems and the causes in the evaluation of teachers' scientific research in colleges and universities, and this thesis has come up with tactics to improve the evaluation system and methods concerning teachers' scientific research work in higher education institutes, which play certain reference function for installing higher education resources effective, solving imperfect phenomenon of scientific research evaluation, and promoting scientific research management.According to the study, some problems existing in the evaluation of teachers' scientific research work in China's higher education institutes are listed as the following: First, Methods of evaluation are limited to quantitative ones. Second, Greater importance is attached to the level of academic journals publishing the research findings instead of the research results themselves. Third, Evaluation criteria are inflexible and can not serve the aim of evaluating different projects with different characteristics, the evaluation index being unchangeably bound to papers, works, or scientific research projects. Last, Quantity is prior to quality. For this reason, teachers are struggling to produce more papers to reach the requirement of numbers while ignoring the quality of papers.
